A federal judge has ruled that key portions of a presidential order blocking financial assistance to terrorist groups are unconstitutional, specifically finding fault with provisions that grant the president unilateral authority to designate any organization as a terrorist group. One former Justice Department official said that the White House might not risk an appeal, as it could possibly result in additional limits being placed on President Bush’s already over-extended executive power.
