Last night (11/29/2006), during an interview with Nora Ephron, Stephen Colbert articulated what Bush is trying to say in resisting calling Iraq's current state a civil war.
COLBERT: "It's not a civil war. I'm not following Brian Williams and Chris Matthews off that cliff. The President is just saying that it is at an unacceptable level, that he's not happy about, of sectarian violence between people of the same nationality... and country... within regions that have been defined as civily controlled, but not within the parameters of... things... that aren't civil wars. Let me put it this way: nobody's wearing blue, nobody's wearing gray."
